I agree - these functions are a must-have for the Boost Toolbox.

There is also a library of related algorithms focussed on checking the validity of human input in
the sandbox as Checks prepared by Pierre Talbot as a GSoC 2011. Checking ISBN and credit card
numbers are typical tasks.

There is some tidying up to do (perhaps a Xmas vac task for Pierre ;-) but IMO this library is
nearly ready for review.
