The tests results show a host of problems on IBM's compiler:

Sadly, the IBM compiler is known to have serious conformance issues.
Basically, it's just too broken to support advanced template libraries
like Spirit. You can try reporting the issue to IBM. Sorry I don't have
a better suggestion.
