I don't know too much about TortoiseSVN but the following command line
worked for me:

svn co https://svn.osl.iu.edu/svn/projects_viz/bgl-python

I had to temporarily accept their certificate:
Error validating server certificate for 'https://svn.osl.iu.edu:443':
