Indeed.  Something like the following works just fine:

struct MPIFixture {
    MPIFixture()  { MPI_Init(NULL, NULL); }
    ~MPIFixture() { MPI_Finalize(); }
};
BOOST_GLOBAL_FIXTURE(MPIFixture);
