Subject: [geometry] [intersection]: ratio where one segment is degenerate

Hi,
See subject - as earlier mentioned in private mails, the ratio was 0/1
even when one of the segments is degenerate but the other is not. If so,
the IP is locatable on the non-degenerate segment and should have a ratio.
That should be fixed now. A unit test is added. It should still be
tested for collinear cases where the degenerate segment is NOT located
on the segment.
