Geometry Boost List: [geometry] GSOC 2020 Proposal Draft

Hello Everyone,

Aditya Mohan, here, looking forward to participating in Google Summer of
Code 2020 with Boost C++ Libraries, specifically, Boost Geometry as my
organization. I have been active in the community and hopefully have been
familiar to you (GitHub username: spacewafer) all throughout.

My proposal is based on Project 2: Extending convex hull and centroid
algorithms to non-cartesian coordinates. I have written down all the
algorithms I'll be following extensively and the timeline I'd like to
follow among many other things in the draft.
