I cannot tell why this is not working yet. Perhaps the list does not 
exist long enough yet so that an archive has been created?

You might instead try gmane. The list is mirrored there. Some, not all 
posts can be found there.

As to the pthreads issue:
This is not completely new on win32, since there always was the option 
to use the ptw32 lib, when installed. Please have a look into the 
Jamfile how to activate. Basically you need to install the library and 
set some environment variables.

I admit that it possibly is not straight forward to use, and I intend to 
make this easier to use in the future.
