Also,

If you force the 'complexity' constant to be instantiated then failure is 
avoided...

   const unsigned a = a_template_class<int>::complexity;
    BOOST_STATIC_ASSERT (a_template_class<int>::complexity == 0);	// FAILS! 
unless complexity is instantiated as above
