The BLAS bindings work for AMD ACML, I have used it without major
problems. 
I haven't tried Intel MKL.

You may try GotoBLAS, in our applications it performs 10% faster than
ACML for matrix sizes > 40 in an AMD Athon 64. However, the build
process is more complex.
