you need the cblas library not fortan blas; and maybe lapack_atlas
instead of lapack.

this matrix is row_major. Fortran routines usually expect column major:
matrix<double, column_major> a(n,n);

> atlas::lu_factor (a, ipiv); // alias for getrf()
> atlas::lu_invert (a, ipiv); // alias for getri()

This is the most important hint: clapack is missing.
