[ublas] [Patch] Constructors in reference proxies

Hi,

    Attached code (vector_expression_reference_const_bad.cpp) may seem 
innocent to an unsuspecting programmer. However, crefxr does not give an 
answer that one would expect --- it basically contains garbage. This seems 
to be undesirable, since the cpp code will compile without any 
error/warning at all, at least on icc and gcc.

    The attached two patches should fix this by doing the construction 
properly.

    I'll be grateful if someone an commit this to the ublas repository so 
that I don't have to keep the patches around. (Or can I do it myself?)
