I don't think the message is wrong. "submitted" is being used as an
adjective to qualify "patches", not as a verb. It reads as:
[There are] 48 submitted-patches today
I think you are reading it as:
48 patches submitted today
Which would be misleading. In that case "submitted" is a verb implying
that all 48 patches were filed today.
