Fair - but then there need to be a firm understanding of when a library is
associated with boost. I am not sure that understanding exist.

Yes, But it probably bothers developers that there are no firm guide of how to
deal with this. The templates for new documentation has the official logo.
They use it as advised, and then people get annoyed. If they don't use it
people also get annoyed.
