Filed a ticket for `strided.cpp` test failure.
  #7824 "++--rng.end() == rng.end()" can fail for strided ranges
  ( https://svn.boost.org/trac/boost/ticket/7824 )

The testcase in the above mentioned thread is incorrect, so
I updated it and attached to the ticket.
