I'd suggest we (1) encourage library maintainers to provide a README, (2)
suggest the Boost.Geometry README as the model, and then after some time
passes (3) ask for volunteers to create README files for any libraries that
don't have them. That's the sort of thing a Community Maintenance Team
could manage, IMO.
