I'm not sure if we have a problem; it depends on how much of the
stuff in the vault is actually ready for final submission. After a
couple of more days for additional comments on the process, I'll post
a "Call for final submissions", and then we can get a better handle
on the backlog.

Good idea! That should be part of the ongoing process.
