You mean you request comments, I think.

You can't just post a preliminary submission and then jump right to
Formal Review! You have to go through the Refinement stage (see
http://www.boost.org/more/submission_process.htm)

If your library is so truly wonderful that no one else suggests any
worthwhile improvements, I guess you can request a Formal Review
without making any refinements.  But wait at least a week to see if
interesting comments surface.
