Re-uploaded experimental operators.hpp

I mentioned in another post that I uploaded a file called "dlw_oprs.zip" to
the Boost vault.  I made a major mistake in one of the classes and uploaded
a fixed version to the vault.  I still can't get the new version to compile
"iterator_test.cpp," so see if you guys can do it.

    + The new version changes operator-> to operator->* in
member_dereferenceable.
    + The new version adds a null_default_quantifiable class
    + I improved the documentation a bit
    + Changed "iterator_test.cpp" to test null_default_quantifiable

    + I removed the old "dlw_oprs.zip" from the vault and added the new one
    + It has the same name, but the explanation should have a "version 2"
