more cast.hpp improvements anyone?

I've uploaded another new version of cast.hpp to the files area. It
basically addresses the same issues my last posting did (signed/unsigned
comparisons in numeric_cast<>), but I think I got it right this time ;). I
also think the configuration switches are more general, so it should work
for more compilers.
