It is (I think, but then I'm not a lawyer) an unincorporated club or civic 
organization under US and Virginia law. I'm guessing that might be the 
applicable place, since that is where the web site ISP happens to be. If 
there is ever a need to incorporate it, we would apply for US 501.C.3 
non-profit status.  But since boost has no income, it isn't much of an 
issue.
