Static Assert Formal Review results

I am pleased to announce that the Static Assert library has been accepted
into Boost.

The only issues raised were some cleaning up of the test files and clearing
up of the documentation.

Now that the Formal Review is over, we may want to take up any naming
discussions; I will leave this up to John Maddock.

P.S. I also think BOOST_DO_JOIN2 is unnecessary.
