New view template library snapshot in vault

Dear Boosters,

to keep the VTL web site and the boost vault in sync,
I've uploaded a new snapshot to the views/ directory.

It contains an improved ownership management of the 
underlying container(s) and is closer integrated into
boost (i.e. it uses smart pointers and type traits from 
boost instead of its own ones).

The snapshot is self-contained, i.e. it includes the 
needed header files from boost.

Additionally there is a proceedings paper describing
the view template library available at
http://oonumerics.org/tmpw00/
