This proposal shows the horrendous complexity of time!
I would seem more than just nice to coordinate C and C++!
But some C++ packaging is essential rather than just including
the C part.
I too worry about bloat: those splitting nanoseconds may not
want Gregorian baggage.
(In passing, using MSVC 6, I tired of trying to use locales for simple
tasks like inputting perverted US date format and outputting
in rational British order.
The syntax used by all the books just doesn't compile.)
