Traditionally Boost has focused on "pure" extensions rather than fixes to 
the Standard Library itself.

That doesn't mean we wouldn't consider such a proposal.

I'm inclined to think that any effort to improve the standard library 
shouldn't be limited to just containers and allocators, but look at other 
known issues.  The "NAD, Future" status items on the issues list, for 
example.

That would be a fairly large effort, and should perhaps be coordinated with 
the standards committee.
