Boost Tokenizer Library formal review results

The review period for John Bandela's Tokenizer library has ended.

The library has been accepted into Boost, pending the incorporation of 
suggestions brought up in review. The most significant changes are:

1) clean separation between interface and implementation (mostly deals with 
making helper types private)

2) fix/remove token_iterator

3) the main documentation should: (Jeremy Siek)
        a) provide a table of contents linking to the public classes and to the 
TokenizerFunction concept
        b) provide an introduction to the uses of the library
        c) avoid describing implementation details along with the interface
