You're too pessimistic.  The C++ comittee is very interested in 
adding thread support to the language, even if it's only an optional 
library.  The Boost.Threads library is proof that this can be done.  
The higher level concepts will be built on top of the lower level 
ones much as was done with JCSP 
(http://www.cs.ukc.ac.uk/projects/ofa/jcsp/).
