The basics were inherited from C language. Then the C++ committee voted,
several times, on the C++ version. I think there were 4 or 5 schemes
proposed. The current scheme won the first vote by a very slim
margin. But as people used it, they found that it was a lot better than
chaos, so it won a later second vote by a very wide margin.
