Normally we don't formally review documents, but it was obvious that "Boost
Coding Guidelines" might be contentious, and in any case would greatly
benefit from peer-review since any coding guideline which isn't widely
accepted won't be followed.
A formal review is really the only way we have to see if consensus exists.
