At the beginning of the guideline, the suggestion is made that if you
choose to follow the guideline, to follow it completely.  Given that,
I read all 'must's as acually saying "If you choose you follow this
guideline completely, you must...".  Which is different from "If you
wish your library accepted into boost, you must..."
