Review: Config system

The review of John Maddock's Config system starts today and runs until 
Wednesday, August 29th. 

The Config system is a refactoring and upgrade to the config.hpp header 
currently in use. Cross-dependencies have been removed, and 
compiler/platform/standard library-specific configurations have been 
separated. This library may require a larger degree of testing and feedback 
than most libraries due to the sheer number of system variants Boost is used 
on.

and I'll be acting as review manager.

Please read the reviewer's notes included in the documentation and state 
whether you believe this library should be "accepted" or "rejected" by Boost.
