A better example that demonstrates the problem is:
template<class T> void f(T, int);
template<class T> void f(int, T);
template<> void f<int>(int, int); // which f?
(See core issue #285.)
Another example that I came up with is:
template<class T> void f(T);
template<class T> void f(T const);
template<> void f<int const>(int const); // which f?
