SunPro compiler config

Hi,

As far as I remember it was disscussed to add flag like
BOOST_SUNPRO_CC_PARTIAL_SPECIALIZATION
I do not see it.

Also I recomend to add BOOST_BUGGY_INTEGRAL_CONSTANT_EXPRESSIONS to 
SunPro configuration.
