UTF-8/UCS-4 codecvt facet uploaded to boost/files

Hi all,

I just uploaded a tarball to the boost files section.  Taking
Dietmar's advice, I took the idea from my utf8_transform_iterator and
expanded it to a codecvt facet.  I've tested it under GCC with stlport
and KCC.  Any feedback would be much appreciated. You can find it at:
