It's your browser. And it's the HTML. The list of links at the top of the page is missing the </a> tag on all the
links, which according to my HTML 4 book is invalid, but is apparently tollerable to IE and NS. It appears that the
page was made with FrontPage, known throughout the galaxy for producing crufty HTML.
