It seems like, currently free features cannot be specified via BUILD variable.
Is there any reason for this?
The idea is to add a msgstyle feature to mwerks tools. It does not affect
link compat. and it should be configurable on a per user basis, so neither a
plain feature nor the Jamfile are an option.
