More on regression test failures

There has been some discussion of how to cut down on regression test 
failures.  Part of the answer seems to be to make the failures more 
visible.  With suggestions from Dave Abrahams, I've come up with a compact 
format suitable for list posting.  See below.

The plan is to run the Win32 tests weekly, and in addition to posting HTML 
table and log in the usual place, also post this summary to the list.
