Hmm... Perhaps we are not thinking about the same thing, but my
intuition doesn't seem to agree. Would you care to elaborate
(examples please)?

I think that testing policies is as difficult as testing layers. You
usually need some stub and driver (layers/policies/components) to
test either.

Note that it is possible to test components and layers without a
generator (or a test generator can be written explicitly).
