It's a term that people use to describe government restrictions on practices
that in theory have no impact on others, are a personal choice, etc (usually
it's used by people who want to continue those practices). A common example
that is often called "legislating morality" is a law that requires the use
of seatbelts in automobiles.
I was trying to draw an analogy.
