[boost] Draft TR Proposals/Issues List available

There is a draft of the "Library Technical Report Proposals and Issues 
List" at http://www.esva.net/~beman/ftp/n13xx.html

When the C++ standard committee's library working group (LWG) sits down in 
Curaçao next week to talk about the upcoming TR, this is presumably the 
document we will work through.

It covers many but not all of the Boost libraries people have suggested be 
submitted for standardization. It takes a certain amount of time to prepare 
each entry, check with the developer, and so forth. If anyone would like to 
draft additional entries, please send them to me privately.

Any comments or corrections appreciated.
