Yes. And surely tools (including libraries) to make the translation from
design to implementation easier are good.

No. Even ignoring the cases where newbies will be diving in without
guidance, it is still extremely useful if the library provides a framework
that prevents at least some implementation mistakes. It is also helpful if
if it just makes mistakes easier to find in a code review or, horror of
horrors, in maintenance.
