[boost] First try at regression test DTD

Attached is a first try at a DTD for representing regression test results 
for one test.

This is the first time I've done anything with XML, so it probably has lots 
of problems.  IE is happy with the results, but the Brown validator isn't 
entirely happy with them.

Comments appreciated.
