Yes it supports time of day as well.

is the ISO extended form. However, I believe that technically a space
is not allowed as a separation character between date and time of day.
Instead a T is required. Also, the time zone is not a 3 digit date it
is either Z for Zulu/UTC time or something like -04 for 4 hours ahead
of UTC. So the full time string in iso extended is actually:

2002-06-07T14:52:03Z
