[boost] Filesystem library updated

The Filesystem Library has been updated in the Boost sandbox CVS.

Documentation has now been added, and the library has been tested with more 
compilers. Thanks to Giovanni Bajo for several fixes. Configuration is now 
automatic. A Jamfile has been added to build the library. The whole package 
is getting pretty close to being ready for formal review.
