[boost] New Fixed-Point Decimal Proposal

I finally got a little time to continue work on the proposed
fixed-point decimal library; and I've uploaded a new version
of fixdec.zip to Yahoo's files section.

I've made the changes that were suggested the last time I
made a preliminary submission; and I've added monetary I/O.
I'd appreciate it if iostreams/i18n gurus would take a look
at that...I'm an i18n newbie; and I fear that, as newbies
often do, I've made it more difficult than it is.
