I'm not exactly an expert, but I few guidelines I use:
Table column/cell widths, if given at all, should be in percentages, not
pixels.
Anything in a <CODE>, <PRE>, <TEXT> or similar block which shuts down
word wrapping, must be in a separate <TABLE> from regular text. (Actually,
when using HTML to create a manual, as opposed to a web page, there's little
reason to put regular text in a table at all).
