[boost] Boost.config licence

I've updated the config system headers to use the new licence.  In the
process I've removed the old Boost.org copyrights (since Boost.org has no
legal status), and added copyrights based on the various files cvs history.
However, just because someone committed changes that does not mean they were
the source of the code, so if anyone's been left out, please shout!
