Yes. We need a better name than library-guidelines.html as we already have 
lib_guide.htm.

Maybe separate_compilation.html?

Once it gets committed to CVS, we need to link to it from lib_guide.htm and 
the more index page.

PS: The Title on the file is currently "Boost.Regex: Index".
