[boost] Inspection report updated

An inspection program (<boost-root>/tools/inspect/) is run every time I run 
the Win32 regression tests. Problems detected include tabs in files, 
missing copyrights, broken URL's, and similar misdemeanors. The results get 
uploaded to SourceForge.

As we start to get serious about the next release, we will try to markedly 
reduce the number of problems being reported. Rather than waiting until 
they get pestered, Boost developers can help by premptively fixing 
problems.
