[boost] Missing copyrights in confg generated files?

Who owns the copyright on generated files, such as the 
<boost-root>/libs/config/test/has_whatever.cpp files?

Right now there is no copyright message in these files, but there is a 
message indicating they are covered by the Boost Software License.

Seems like a file should be either both copyrighted and licensed, or 
neither copyrighted nor licensed.

The theory being that something can't be licensed unless it is owned by 
someone. Perhaps John Maddock should be the copyright holder since he wrote 
the generation program. But it seems like we are on shaky ground.

Has anyone ever heard an opinion from a lawyer as regards generated files?
