As in

"everybody says that Borland is working on an updated Ansi C++ standard
version"

or

"compiler implementors always say that they are working on an updated Ansi
C++ standard version"

I am guessing that you mean the latter. Borland has said that they are
working on an updated Ansi C++ standard version of their compiler. Of course
what they say and what they do may not be related at all.
